A Technology Development Zone refers to an area where firms using high/advanced technology or those focusing on new technologies utilize the resources of a specific university, high technology institute, or R&D center/institute to produce/develop technology or software. These firms operate to transform a technological invention into a commercial product, method, or service, contributing to the development of the region. This area is typically located within or near the same university, high technology institute, or R&D center/institute, forming a site where academic, economic, and social structures are integrated, referred to as a technopark or technology city.
Applications are evaluated by a three-member expert jury based on the firm's area of activity and the projects to be carried out within InnoPark Konya TGB. The jury submits their evaluations for approval by the Executive Board of InnoPark Konya TGB Management Inc. Based on the jury's evaluation results and the Executive Board's decision, a firm may be accepted into the TGB, conditionally accepted, or its application may be rejected. The R&D nature of projects is the primary reason for preference in the acceptance of firms into the TGB.
Real or legal entities conducting R&D/Software/Design projects can apply to InnoPark Konya TGB.
The contracts of firms are made for 1 year based on the durations of the projects specified in the application forms.
It is possible to lease land and build your own building on parcels designated in accordance with the regulations.
According to Article 14, Paragraph 1, Subparagraph (ı) of the Regulation on the Implementation of Technology Development Zones, "Entrepreneurs who do not submit a new project within 30 days from the completion date of their last project will be reported to the relevant Tax Office and Social Security Institution. If a new R&D or design project is not initiated within three months, necessary actions will be taken to expel the entrepreneur from the Zone, regardless of the duration of the existing lease agreement."
Firms benefiting from the exemptions provided under Law No. 4691 by operating in InnoPark Konya TGB are required to conduct their activities in accordance with this law. They are obligated to provide any information and documents requested by the Management Company or relevant public institutions during periodic monitoring and auditing activities and to complete periodic activity forms.
There are no restrictions preventing firms whose applications are deemed unsuitable from reapplying.
The authority responsible for monitoring the tax exemption declarations of firms operating in the region is the Revenue Administration of the Ministry of Finance and the relevant Tax Office. General provisions regarding tax audits also apply to activities in the region.

The Evaluation Commission is composed of experts in the company's field of activity, particularly in the proposed research and software development projects. Faculty members are given priority in the appointment of the Evaluation Commission. Companies are not informed about the members of the Evaluation Commission; they only learn about the Commission during the evaluation meeting.
Throughout the entire evaluation process, the Evaluation Commission considers criteria such as the structure of the companies, the R&D qualities and innovative aspects of their projects, the economic and technological feasibility of R&D/Design projects, commercialization potential, the collaborations the company plans to establish in InnoPark, contributions to university-industry cooperation, financial and R&D projections aimed at the duration the company will spend in InnoPark, and the evaluation of the entrepreneurial company's R&D awareness.

Companies accepted into InnoPark must submit the following documents to InnoPark Konya Technology Development Zone Management Inc. within 10 days of moving into their allocated office space to operate under the Law No. 4691 on Technology Development Zones: copies of the Regional Workplace Registration, SSK Workplace Registration, attendance slip, and the document regarding the registration of tax liabilities, information about personnel benefiting from the exemptions provided under Law No. 4691 (including resumes, job descriptions, start dates, total duration of exemptions under Law No. 4691, and SSK entry declarations), and information about personnel not covered by Law No. 4691 (including name and surname, start date, a letter detailing their position at the workplace, and a copy of their SSK entry declaration).
It is not mandatory for the company headquarters to be located in the region. Companies can relocate their existing R&D units to InnoPark. However, the R&D and software office in the region must qualify as a 'workplace' according to the Turkish Commercial Code. Companies whose headquarters are not within the borders of Konya province are required to ensure that their regional offices are branches in order to meet this condition.
In the region, foreign managers and qualified R&D personnel can be employed under the provisions of Law No. 6224 on Promoting Foreign Capital and related regulations.
According to Article 14, paragraph 1, subparagraph (ı) of the Technology Development Zones Implementation Regulation, "Entrepreneurs located in the region who do not submit a new project within 30 days of the completion date of their last project must notify the relevant Tax Office and Social Security Institution; if a new R&D or design project cannot be initiated within three months, necessary actions will be taken to ensure the entrepreneur's expulsion from the Region, regardless of the duration of the existing lease agreement."
Under Law No. 4691 on Technology Development Zones, in enterprises located in Technology Development Zones, the salaries related to certain activities that are required to be carried out outside the region, provided they are directly related to the projects conducted by R&D and design personnel working in those zones, can be evaluated under the income tax withholding incentive, with the condition that the approval of the relevant regional management company is obtained and the Ministry of Science, Industry and Technology is informed. The activities include: a) Laboratory, analysis, testing, and experimentation. b) Work conducted in other R&D or design centers. c) Field research. ç) Activities aimed at prototype development. d) Scientific events limited to personnel involved in the projects.
In enterprises located in the region, the salaries related to the periods spent outside the region by R&D and design personnel who have worked for at least one year are evaluated under the income tax withholding incentive, provided that it does not exceed 100% of the salary for up to one and a half years for master's degree holders and two years for doctoral degree holders.
It is not possible for companies engaged in software, R&D, or design activities to evaluate the profits obtained from the projects completed by the time they commence operations in the Region under exemptions. On the other hand, profits derived from software, R&D, or design-based projects that taxpayers started before and continued after starting operations in the Region can only benefit from exemptions regarding the portion of the profit generated from the part of the project carried out in the Region.
It can be transferred to the new region, provided that the relevant project is re-evaluated by the Project Evaluation Commission of the new region.
All companies conducting research activities related to R&D, Software, Innovation, and Design projects carried out under Law No. 4691 in R&D and Design Centers and Technology Development Zones can benefit from customs duty exemptions.
Imported goods are exempt from customs duties and any kind of fund, as well as stamp tax and fees for documents issued and transactions carried out under this scope.
An entrepreneur can be allocated space in the Zone without requiring re-evaluation and approval for a project that has been supported under another public or international R&D support program or is designated as an R&D project by public institutions and organizations.
Support companies cannot benefit from the advantages provided under Law No. 4691.

Businesses benefiting from this exemption must notify their requests to the regional management company according to the application form and its annexes specified by the General Directorate of Science and Technology. The regional management company evaluates whether the request for imported goods is appropriate in terms of project compliance under Article 14 of the Regulation. In this context, the regional management company submits the application, including information about the goods it deems appropriate for import, to the General Directorate via the Ministry of Customs and Trade's Single Window System. The General Directorate evaluates the application, and if deemed appropriate, approves the application and informs the Ministry of Customs and Trade via the Single Window System for customs procedures.
Serial production activities conducted outside the region are not included within the scope of the exemption.
For companies engaged in software, R&D, or design activities, the profits obtained from projects completed by the date they commence operations in the region cannot be evaluated within the scope of the exemption. On the other hand, the profits derived from software, R&D, or design-based projects that taxpayers began before commencing operations in the region and continued after that will only benefit from the exemption for the portion of the profits related to the part of the project carried out in the region.
An invoice cannot be issued without obtaining the project completion certificate.
